Rai’s family is of Japanese descent; his grandparents having moved to America after World War II, he was born and raised there, aspiring to become a police officer and then a detective from a young age. Working with both human and supernatural judicial systems, his work has led him to cross paths with the Brotherhood on numerous occasions, which has developed into a friendship with some of its members. His sister, Akari, is often hired by the Brotherhood for her abilities, but they both hold a friendship with the Brothers.
